what is a single outcome agreement?

In 2008, representatives of national and local government signed a concordat which committed both to moving towards Single Outcome Agreements (SOAs) for all 32 of Scotland’s Councils. In 2009, this approach was expanded with the SOAs being agreed for all Community Planning Partnerships across Scotland.

SOAs are agreements between the Scottish Government and each council which set out how each will work in the future towards improving national outcomes for local people in a way that reflects local circumstances and priorities.  The Improvement Service prepared guidance on preparing SOAs and this included a menu of local outcomes.
