On 24 May the Scottish Government published guidance setting out the Scottish Ministers' expectations for implementing the system of local development plans.

Development plans set out how places will change into the future, including where development should and shouldn’t happen. 

The planning system in Scotland is plan-led. Development planning is required to manage the development and use of land in the long-term public interest. To achieve this, development should contribute to sustainable development and
seek to achieve the national outcomes.
